Managing external workforce in an international investment project with Zeroni

The project is being carried out in Finland between 2024 and 2028.

From consultancy to a comprehensive solution

In Finland, tackling the grey economy is taken very seriously, which means that main contractors must also have a strong understanding of local legislation and operating practices. At the start of the project, the foreign main contractor faced a wide range of responsibilities related to project management. As a result, the client began exploring whether the management of company- and employee-related obligations could be outsourced to a partner with a better understanding of the Finnish construction landscape—so the project organisation would not need to handle everything internally.

“They initially looked for a consultant who could guide them in managing Finnish compliance requirements and advise foreign workers on how to obtain a tax number. However, during the very first discovery meeting, we identified broader challenges related to workforce and contractor management, particularly when discussing Finnish contractor obligations legislation and immigration requirements as a whole. From there, it was easy to deepen the conversation with the client,” says Johannes Leino, Sales Director.

Towards centralised contractor management

Once key pain points and bottlenecks were identified, and our partner Finland Relocation Services—specialised in verifying right-to-work compliance - was brought into the discussion, the client was able to view the project as a structured, process-driven whole. This also helped clarify how the chosen solution should support compliance throughout the entire project lifecycle, not just when workers arrive on-site.

We offered a three-part solution:

  1. Zeroni, supporting the main contractor in complying with legislation and responsible practices, while improving risk management

  2. Back-office services, where Finnish compliance experts review contractor documentation and employees’ right-to-work status using Zeroni, allowing the main contractor to retain full control of critical contractor and employee data throughout the project

  3. An on-site permit office, ensuring smooth management of access rights and identity verification as needed, enabling the project organisation to focus on project delivery

“In addition, it was essential to integrate online inductions and financial administration into Zeroni. We also developed a tailored work permit solution for managing permits related to hazardous work, ensuring that all contractor management processes were brought under one system. We supplied a large number of devices, and all site access control equipment - including turnstiles and licence plate recognition systems - now comes from us, ensuring full control of the project’s perimeter,” Leino explains.
